The Study of the Assumptions of Development Quality and Product’s Safety Integrated System

Abstract

The main purpose of this work is to analyze the foodquality regulation system and food safety assurance. Thisarticle also highlights the conditions, which must be metfor an integrated quality and food safety managementsystem to be implemented at the AB “Vilniaus Pergalė”confectionery plant. This article also examines variousinternational systems of regulating trade and quality. Itgives an analysis of the processes in place designed tonormalise international standards, technical regulationsand rules in the light of current global economic conditions.With the increasing complexity of the compositionand technologies associated with the production of certainfood products, the cost of maintaining State inspectionservices has become an unacceptable financial burden.Governments have started to look for the ways to reducethe financial costs associated with food controlwithout reducing its effectiveness. This changed the definitionof inspection in the food industry by returning theresponsibility for food quality control and safety to theproducer and distributor. Implementing of food safety assurancesystem – Hazard Analysis Critical ControlPoints (HACCP) was started.When comparing the current HACCP system withISO 22000, certain new requirements can be seen, suchas the creation of interactive communication systemswithin and outside the company, the creation of a systemfor the prevention of unforeseen situations, implementationof certain necessary programs, etc. Theanalysis showed that both standards are compatible andISO 22000 requirements can be easily integrated withother food safety assurance subsystems. An effectivecommunication management system must be created betweenthe producer, suppliers, subcontractors and consumers(first concerning information about the product),government institutions overseeing the food productsmarket or other organizations, which will affect orbe affected by the results of the food safety managementsystem.The integrated safety and quality system is being developedand implemented at AB “Vilniaus Pergalė”. Thissystem will include an interactive communications system,procedures to prevent unforeseen events, productlabeling procedures, other subsystems and other requiredprograms, which will assure product safety and improvethe overall quality at the company.
